So the governor of a state, much like the president, has control of the state’s budget. The congress submits and he approves or disapproves. Well, until now, that is. Buried in the ‘stimulus’ is a provision that says a governor cannot stop the state from taking the stimulus money if the congress says they want it. In other words, the governor cannot veto it.
